SpongeBob comes out of his home and gives hearts to all his friends as it is Valentine's Day. Later, he goes to Sandy, who is working with SpongeBob on a plan to bring Patrick's gift to him, which is a chocolate balloon. At Patrick's house, SpongeBob tells him he has a present prepared for him but that it's not ready. Patrick is desperate to know what the present is, but SpongeBob doesn't tell him.


He brings him to the carnival, which he thinks is the present, only to realize it is not. He tries to find out what his present is, while Sandy is flying the chocolate balloon to the carnival. Unfortunately, a group of chocolate-eating scallops attack the balloon. She tells SpongeBob she's going to be a little late and tells him to bring Patrick up to the Ferris wheel and that she'll meet him there.
On Valentine's Day, SpongeBob is busy spreading love by distributing Valentines to his friends. Alongside Sandy, he plans a special surprise for Patrick - a hot-air balloon made entirely of chocolate. SpongeBob keeps the gift a secret from Patrick to maintain the element of surprise until Sandy arrives with it.


SpongeBob tells Patrick his present is on the Ferris wheel. Meanwhile, the scallops cause the balloon to lose air, so she tells SpongeBob to switch to plan B. Therefore, he gives a handshake to Patrick as his present. He is grumpy for the rest of the day at the carnival. Later, the two are sitting on a bench, when everyone gives SpongeBob presents. Eventually, Patrick gets angry because he isn't getting any presents and wreaks havoc across the carnival.
Taking Patrick to a Valentine's Day Carnival, SpongeBob hints at a surprise awaiting him, but Patrick becomes increasingly curious. Meanwhile, Sandy encounters unexpected trouble as chocolate-eating scallops attack her, delaying her arrival with the balloon. In a quick change of plans, she instructs SpongeBob to bring Patrick to the Ferris wheel, where they'll meet.


He ends up cornering several citizens including SpongeBob at a dead-end at the Goo Lagoon dock. As he's about to kill everyone, Sandy comes down with the chocolate balloon, having gotten the scallops to help her bring it to him. The citizens tell Patrick to turn around, but he doesn't budge. When Sandy greets him, he turns around and notices the chocolate balloon. He gets excited and jumps on the balloon, only to pop it when he eats it as it was a bubble.  
Despite SpongeBob's efforts to keep Patrick entertained, the absence of the awaited surprise frustrates him. When Sandy's delayed arrival leads to a scaled-back gift of a "friendly handshake," Patrick's disappointment escalates, culminating in a rampage through the carnival.
 
In a tense standoff at Goo Lagoon dock, Patrick's anger reaches a peak as he threatens the citizens. However, Sandy arrives just in time, having repaired the chocolate balloon with the help of the scallops. Patrick's demeanor softens as he finally receives the balloon, recognizing it as his true Valentine. His excitement leads to an unexpected conclusion as he pops the balloon when he bites into it. In an amusing twist, Patrick tells SpongeBob he didn't have to get him anything.
